Center for Evaluation (CEval) and the Asia Pacific Evaluation Association (APEA) have been striving to strengthen the institutionalization of evaluation across the Asia-Pacific. Building on that success, we are thrilled to announce that, in partnership with APEA and the Japan Evaluation Society (JES), CEval will co-host the 5th APEA Conference & EvalVisionAsia 2025, scheduled for November 11-14, 2025 in Tokyo, Japan.
This year’s theme, “Institutionalization of Evaluation and Strengthening Capacity Building in Asia-Pacific,” echoed the publication project ‘Evaluation Globe—Compendium on the Institutionalisation of Evaluation’ of Prof. Dr. Reinhard Stockmann, a Senior Professor of Sociology at Saarland University and the founder and director of the CEval. The project has published three volumes examining the situations in Europe, America, and Asia-Pacific.
The conference will draw on insights from over 50 country case studies from Asia-Pacific, Africa, the Americas, and Europe to empower countries and institutions to establish robust national M&E systems and MEL frameworks. Over four days, the conference will feature an international lineup of workshops, keynote addresses, panel discussions, and networking sessions—all designed to advance M&E practices in the region. We have also developed a range of sponsorship opportunities with tailored benefits to maximize visibility and engagement for our partners.
By focusing on institutionalization and capacity building, the 5th APEA Conference aims to empower organizations across the Asia Pacific region with the skills and structures necessary to embed robust evaluation mechanisms within their operations.

The conference is calling for paper presentation proposals.
