This approach is formulated in the DAAD's Integrated Monitoring and Evaluation Concept, which was adopted in 2019. The concept identifies institutional learning, quality assurance, results-based orientation, transparency in processes and legitimacy as important dimensions to which the various monitoring and evaluation activities are geared. Doing so, from an overarching perspective, the strategic orientation of the DAAD and its programs is also to be supported on an evidence-based basis.
The framework agreement focuses on impact-oriented program planning, impact-oriented monitoring and target achievement and thus on further development and learning processes as well as on reporting obligations within the framework of performance monitoring. However, it also focuses on the effective and efficient use of the data generated by the Results-oriented Monitoring (RoM) in the context of monitoring-based analyses and evaluations and can thus make a significant contribution to strengthening and increasing the benefits of the RoM.
For this purpose, services are provided in the following areas:
- Development of results frameworks and indicator catalogues
- Development of program-specific monitoring instruments and revision of the program documents according to the requirements of the monitoring concept
- Data processing and analysis
- Monitoring based analyses and evaluations
- Internal and external workshops for the implementation of RoM
- Support in the context of monitoring visits to project partners
- Consultations on further approaches and methods in the field of monitoring and evaluation
- Further consulting and training services

The framework contract with CEval GmbH aims to meet the increasing demands for results-based orientation and control in the various funding areas of the DAAD even better by supporting the implementation of results-based orientation and control for existing and new programmes in the AA- and BMBF-funding areas and by accompanying the results-based orientation of newly designed BMZ programmes. To this end, services are provided in the following areas:

Evaluation of the national competition for German-speaking acting students
The national competition for German-speaking acting students, which has been held annually since 1990, is funded by Germany’s Federal Ministry of Education and Research (BMBF) [Read More]The national competition for German-speaking acting students, which has been held annually since 1990, is funded by Germany’s Federal Ministry of Education and Research (BMBF) and aims to honor outstanding artistic achievements, to intensify the exchange between the German-speaking drama academies of Germany, Austria and Switzerland and to facilitate the transition to artistic practice for acting students.
In order to review the achievement of the objectives, efficiency and cost-effectiveness of the national competition in the sense of monitoring success in accordance with the Federal Budget Code and to derive recommendations for optimizing the competition, the organizer – the Europäische Theaterakademie GmbH "Konrad Ekhof" Hamburg – has commissioned CEval GmbH to evaluate the national competitions for the years 2015 to 2025.
The evaluation is structured according to the OECD-DAC criteria of relevance, effectiveness, and efficiency. It follows a theory-based approach and is based on a mix of methods. The evaluation is primarily based on an online survey of the participating students and teachers. This quantitative database is supplemented by quantitative and qualitative secondary data and primary data from guideline-based (group) interviews, as well as participant observation of the national competition 2025 in Salzburg.

Evaluation of the funding program “Nachbarschaftsgespräche”
The Allianz für Beteiligung (“Alliance for Participation”) is a network that is committed to strengthening citizen participation and civil society activities in the Federal State [Read More]The Allianz für Beteiligung (“Alliance for Participation”) is a network that is committed to strengthening citizen participation and civil society activities in the Federal State of Baden-Württemberg. It is based on the conviction that social challenges can be better overcome through participation and pursues the goal of anchoring citizen participation in Baden-Württemberg as an addition to representative democracy. To this end, the work of the Allianz für Beteiligung includes a range of events, networking and educational opportunities as well as various funding programs. The funding program “Nachbarschaftsgespräche” (“Neighborhood Talks”), which is financed by the Baden-Württemberg State Ministry, has been part of these activities since 2018 and is aimed at civil society initiatives in Baden-Württemberg that implement dialogue formats in localities, districts, or neighborhoods. Since its inception, around 100 projects have been funded as part of the funding program.
In order to learn from the implementation to date and to be able to further develop the program accordingly, the Allianz für Beteiligung has commissioned CEval GmbH with the interim evaluation of this funding program. The evaluation follows a theory-based approach and includes both qualitative and quantitative methods of data collection and analysis. The data collected through document analyses, interviews, focus group discussions, and an online survey provides insights into a catalogue of questions along the evaluation criteria of quality, effectiveness, and sustainability. On this basis, opportunities for further development of the funding program will be identified, and targeted recommendations for action will be derived.

The Biodiversity Strengthening Act, which was [Read More]NABU e.V. Baden-Württemberg has commissioned CEval GmbH to evaluate the implementation of the Biodiversity Strengthening Act (BiodivStG) in Baden-Württemberg. The Biodiversity Strengthening Act, which was passed by the state parliament of Baden-Württemberg on 20th July 2020, contains numerous regulations and targets that serve to better protect nature and, in particular, to promote the insect fauna in Baden-Württemberg (biotope network, insect protection, compensation, orchard meadows, organic farming, refugial areas, pesticides). The implementation of the law primarily affects the departments of nature conservation, agriculture, state property and state planning. Additionally, the impact of the Act extends to municipalities and all legal entities operating under public law, as well as to agricultural businesses and private individuals.
The objective of the evaluation is to assess the implementation status of the Biodiversity Act five years after its enactment, marking the midpoint of numerous legally binding deadlines (mid-term evaluation). The evaluation approach is participatory, and data collection employs a qualitative methodological framework. The evaluation involves the collection of primary data through key informant and group interviews with relevant stakeholders (ministries, subordinate authorities and municipalities, environmental and nature conservation associations, as well as other state associations). In addition, secondary data (desk study) is collected, and the data is analyzed and synthesized on the basis of a content-analytical approach, whereby both the achievement of objectives and a process assessment are carried out. To increase the validity and reliability of findings, individual evaluation questions are answered with data obtained by different data collection methods (method triangulation) and from various data sources (data triangulation).

In Germany, there is a dense network of social work institutions in the field of adolescent soccer fans (“fan projects”) that work in accordance with [Read More]In Germany, there is a dense network of social work institutions in the field of adolescent soccer fans (“fan projects”) that work in accordance with the National Plan for Safety in Sports (German: Nationales Konzept Sport und Sicherheit). A certification of those fan projects has been launched in 2010. Offering fan projects an instrument of quality control, the certification is intended to pursue multiple goals: Establishing a common standard for fan projects, increasing confidence in the work of fan projects, and improving the working context of fan projects. The certificate is awarded on the basis of a recommendation by the Quality Management Group of the Centre for Fan Project Coordination of the German Sports Youth (German: Koordinationsstelle Fanprojekte bei der Deutschen Sportjugend). The Quality Management Group includes representatives from soccer, the highest state and family authorities, science, and fan projects themselves. After the certification was revised and tested by CEval GmbH in two previous projects and subsequently rolled out nationwide by collecting the information required for the certification in all fan projects, CEval GmbH has now been commissioned with the data collection for the third phase of the certification process for the current 71 fan projects.

Tracer study of alumni of the Max Weber Foundation’s institutes abroad 2005-2022

Therefore, the foundation maintains 11 [Read More]The Max Weber Foundation (MWS) is one of the leading organizations supporting German research in humanities and social sciences abroad. Therefore, the foundation maintains 11 institutes located around the world, which have a bridging function between the host countries and Germany. The institutes abroad play a particularly important role in the professional development and support of young academics in an international and interdisciplinary environment.
CEval GmbH has been contracted by the MWS to carry out a tracer study. The study analyzed the professional careers of former employees who worked at one of the MWS's institutes abroad in a qualification position or a long-term scholarship and who left between 2005 and 2022. The aim of the study was to evaluate the success and, thus, the competitiveness of the promotion of young academics at the institutes and to derive recommendations for optimizing the foundation's future funding activities on this basis.
The tracer study followed a mixed-methods approach combining qualitative and quantitative instruments for data collection and analysis. An online survey, semi-structured interviews and a secondary data analysis were applied. The study was implemented remotely.

To this [Read More]The program 'Securing Talents - Shaping the Future' of the Cusanuswerk - Bischoefliche Studienförderung aims to promote the next generation of female leaders. To this end, the program relies on mentoring elements, i.e. tutorial support for female scholarship holders of German scholarship programs for the gifted by academics with professional experience, training and support measures geared to specific professions, and the establishment of a peer network. Since the start of the career development program in 2007, CEval has conducted external evaluations to ensure the quality of the program. An accompanying evaluation also took place in the program run in 2023/2024.
The central task of this evaluation was to provide the Cusanuswerk staff responsible for implementation with timely information relevant to management. In accordance with the program's objectives, questions regarding satisfaction with the events offered, the quality of the tutorial relationships, and the professional and personal benefits of the relationship for both sides were of particular interest. Methodologically, the evaluation was based on standardized baseline and final online surveys of mentees and mentors.

The support program thus makes a sustainable contribution to the personal development and qualification of teachers and educators. To this end, the program relies on mentoring elements, i.e. tutorial support for Cusanuswerk scholarship holders by teachers and educators with professional experience. The CEval carries out external evaluations accompanying the process for quality assurance purposes. The central task of this evaluation is to provide the Cusanuswerk staff responsible for implementation with timely information relevant to control. Evaluation of the EU Home Affairs Funds: Mid-term evaluations of the Internal Security Fund (ISF) and the Instrument for Financial Support for Border Management and Visa Policy (BMVI)
Under the responsibility of the Directorate-General for Migration and Home Affairs (DG HOME), the European Commission (EU COM) provides the Internal Security Fund (ISF; managed [Read More]Under the responsibility of the Directorate-General for Migration and Home Affairs (DG HOME), the European Commission (EU COM) provides the Internal Security Fund (ISF; managed by the Federal Criminal Police Office (BKA)), the Border Management and Visa Instrument (BMVI, managed by the Federal Police) and the Asylum, Migration and Integration Fund (AMIF, managed by the Federal Office for Migration and Refugees (BAMF)). Together, these form the so-called "Home Affairs Funds".
The member states are obliged to prepare mid-term and final evaluations for the EU Commission on the implementation of the measures financed by the individual funds and the degree to which the objectives of the national programmes supported by the Home Affairs Funds have been achieved. The main users of the evaluations are the EU (DG Home), the fund-managing authorities BKA, BPOL and BAMF and their monitoring committees.
The aim of the evaluations is to assess the results and outcomes of the programmes and measures co-financed by the Home Affairs Fund based on the criteria of effectiveness, efficiency, relevance, coherence and EU added value. The coherence between the individual funds is of particular interest. In addition to assessing success, the evaluations should also develop recommendations for improving the quality of the design and implementation of the national programmes and analyse the coherence and use of synergy potential between the individual funds.
After the Gesellschaft für Internationale Zusammenarbeit (GIZ) carried out the mid-term evaluation for the ISF on behalf of the BKA in 2017, it has now been commissioned again to carry out the final evaluation of the ISF for the 2014-2020 funding period and the mid-term evaluation of the ISF, the BMVI and the AMIF for the 2021-2027 funding period.
In the course of this, GIZ commissioned CEval GmbH to carry out the
> Final evaluation of the ISF, security sub-sector and border sub-sector, 2014-2021 funding period,
> Mid-term evaluation of the ISF, current funding period 2021-2027 and
> Mid-term evaluation of the BMVI, current funding period 2021-2027
to be carried out.
Various survey procedures are used to triangulate sources and methods:
> Research of all relevant programme and project documents as well as monitoring data,
> Semi-standardised online survey with project participants and their implementation partners as well as other potentially eligible applicants and
> Guided qualitative interviews with programme and project managers.
