CEval to Co-Host the 5th APEA Conference in Tokyo

Focus on findings of the CEval Evaluation GLOBE study

The fifth APEA Conference will take place in Tokyo, Japan, from November 11 to 14, 2025. It will be co-hosted by the Japan Evaluation Society (JES), the Asia Pacific Evaluation Association (APEA), and, for the first time, jointly with the Center for Evaluation (CEval) at Saarland University. The conference will focus on the topic of “Institutionalizing Evaluation and Strengthening Capacity Building in the Asia-Pacific Region.”

The conference will focus on the findings of the CEval Evaluation GLOBE Project, which have been published across four volumes by Palgrave Macmillan. Around 300 participants are expected to attend and discuss how national evaluation systems can be further developed, and how the promoting and hindering factors identified in the CEval’s study, covering 50 countries on all continents, indicate in different contexts, serving as a valuable reality check. During the conference, representatives from government, administration, parliament, civil society, academia, and national and transnational organizations will explore how the evaluation research findings can be transformed into practical recommendations for actions. The conversations will contribute to the formulation of the Tokyo Action Plan, which will complement the Manila Declaration on the institutionalization of evaluation.

Prof. Reinhard Stockmann and Tanja Stockmann from CEval are playing a leading role in the planning, design, and implementation of the conference. They will also contribute their expertise to several sessions, with Professor Stockmann delivering the keynote speech to open the event. In addition, Dr. Stefan Silvestrini, CEO of CEval GmbH will moderate the high-profile Final Globe Panel “Global Dialogue on NEPS (National Evaluation Policies)”.
