{"id":18685,"date":"2023-06-15T12:28:07","date_gmt":"2023-06-15T10:28:07","guid":{"rendered":"https:\/\/ceval.de\/consortium-of-institutions-on-me-education-in-asia-pacific\/"},"modified":"2023-06-16T14:02:54","modified_gmt":"2023-06-16T12:02:54","slug":"consortium-of-institutions-on-me-education-in-asia-pacific","status":"publish","type":"post","link":"https:\/\/ceval.de\/en\/consortium-of-institutions-on-me-education-in-asia-pacific\/","title":{"rendered":"Consortium of Institutions on M&#038;E education in Asia Pacific"},"content":{"rendered":"\n<p><strong>Launch supported by CEval\/IPDET.<\/strong><\/p>\n\n<p>The results of our CEval research project &#8220;Evaluation Globe&#8221; as well as a specially conducted study program mapping show that the <strong>Asia-Pacific region has insufficient regular academic programs in evaluation<\/strong>, both, on postgraduate and undergraduate level. Evaluation knowledge is mainly based on learning on the job and\/or through irregular and extremely short-period (1 to 5 days) training programs, webinars, and brown-bag events conducted by VOPEs and training institutions. This <strong>absence of academic qualification offers is a clear hindrance in achieving further professionalization of evaluation in the region<\/strong>. There is an obvious <strong>need to augment the efforts to make avenues for M&amp;E in the higher education curriculum and an advanced academic recognition and inclusion<\/strong>.<\/p>\n\n<p>Undoubtedly, there is <strong>much ambition for the professionalization of evaluation amongst Asia-Pacific VOPEs<\/strong>. These efforts also include the cooperation with academic institutions offering education and further training in evaluation to <strong>prepare an expanded base of youths and professionals with an evaluative attitude<\/strong> by offering structured and formal academic programs. In order to <strong>take advantage of synergy effects<\/strong>, it is particularly important to join forces, ergo to form networks, in order to benefit from each other and to be able to present a stronger image to the outside world.<\/p>\n\n<p>To achieve this goal for its region, <strong>the <a href=\"https:\/\/asiapacificeval.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Asia Pacific Evaluation Association (APEA)<\/a> under the regional evaluation strategy for Asia set up a consortium of academic institutions<\/strong> which currently offer courses and training on M&amp;E related aspects or are looking forward to starting such courses\/trainings. This represents a great and also <strong>unique characteristic, as there were\/are rarely similar networks<\/strong>: a European, albeit one that is no longer active, and a Latin American network.<\/p>\n\n<p>This effort was <strong>supported by the <a href=\"https:\/\/ipdet.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">International Program for Development Evaluation Training (IPDET)<\/a><\/strong>. <strong>Central in this context was the expertise of CEval<\/strong>, one of its implementing partners. We not only brought in our immense experience in adult education, especially through our two <a href=\"http:\/\/www.evaluation-master.de\/\" target=\"_blank\" rel=\"noreferrer noopener\">master\u2019s<\/a> and <a href=\"https:\/\/fernstudium.rptu.de\/en\/management-law\/master-blended-learning-evaluation-mable\" target=\"_blank\" rel=\"noreferrer noopener\">continuing education<\/a> programs in evaluation. We also supported the establishment of a network of institutions offering education and further training in evaluation in Latin America with 15 partner institutions, through our <a href=\"https:\/\/ceval.de\/en\/news-on-university-cooperation\/\" target=\"_blank\" rel=\"noreferrer noopener\">university cooperation<\/a> with the University of Costa Rica (UCR) and the Pontifical Catholic University of Ecuador (PUCE).<\/p>\n\n<p>The <strong>Asian-Pacific consortium serves as a platform for knowledge sharing and offer cross-learning<\/strong>. More importantly, the consortium <strong>also works as a resource group to support academic institutions in setting up formal academic programs and\/ or offer standalone courses on various aspects of M&amp;E<\/strong>. It may take up the following tasks:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Work as an <strong>advocacy group<\/strong> to promote the agenda of the inclusion of M&amp;E in mainstream education. The group can work with the government and\/or relevant ministries to create buy-in and persuade various institutions to include M&amp;E in undergraduate and master programs.<\/li>\n\n\n\n<li>Work as a <strong>resource group<\/strong> to support academic institutions in initiating academic programs\/courses\/training on M&amp;E related aspects. The support can be in the form of curriculum development, delivering sessions\/courses, helping in arranging internships for the students, etc.<\/li>\n\n\n\n<li><strong>Organize events, roundtables, knowledge\/ process workshops<\/strong> in flagship events to help institutions understand the relevance as well as practical aspects of initiating M&amp;E programs. <\/li>\n\n\n\n<li><strong>Showcase best practices<\/strong>.<\/li>\n\n\n\n<li>Development of a draft for regional adapted <strong>recommendations\/ standards on training and\/or (further) education in evaluation<\/strong> and their dissemination.<\/li>\n<\/ul>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p><strong>Countries and institutions included:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Bhutan<\/strong> (Department of Adult and Higher Education, Ministry of Education)<\/li>\n\n\n\n<li><strong>India<\/strong> (Institute of Rural Management Anand; Azim Premji University Bangalore; Centre for Development Studies, Thiruvananthapuram)<\/li>\n\n\n\n<li><strong>Japan<\/strong> (Kwansei Gakuin University; Hiroshima University; Japan Evaluation Society) <\/li>\n\n\n\n<li><strong>South Korea<\/strong> (Kyung Hee Univiversity)<\/li>\n\n\n\n<li><strong>Sri Lanka<\/strong> (Asia Pacific Evaluation Association)<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Launch supported by CEval\/IPDET.
